The KCET thing is only about American tax dollars going to fund non-American animation production.
The bigger issue is that PBS probably operates under the understanding that there are no viable American production studios. In other words, PBS needs to know if there is an American studio who can finish a show on time and on budget. Is there? The answer is yes, but it's a well-kept secret.
As American animators, we might not complain if PBS spent $500,000 to get a show done here in the US, but as American taxpayers, we should be a little pissed off to find that they could make our tax dollars go TWICE as far - and get two shows produced for the same money - by subcontracting it to a Chinese production house.
I don't mean to paint a negative picture, but if we, the animation community, are not prepared with real answers, we can picket all we want, and we will be like the proverbial tree falling in the middle of the forest - no one will hear.
