I graduated from the Savannah College of Art and Design in 1997, and at least at that point in time they had probably the best equiped computer art department of any school around. Unfortunately I have reservations about the quality of their animation program since there were no professors there who really understood character animation properly. The school is more geared to producing students who can create lavish looking models, sets, lighting, and other technical effects that a computer does so well. Most of my friends and acquantances from there have gone on to do similarliy technical oriented work professionaly, ranging from video compression development to commercial video development to special effects shots at effects houses like ILM and Tippet. If that's what you're looking for, then SCAD would be a good fit (especially since it's east coast as you wanted). If you're looking for a school to teach character animation, best advice is to go with a traditionally oriented (read: pencil and paper) curriculum and let the student transfer their traditional animation skills over to the computer. It's quite a bit harder to do the reverse.
