As far as I know no other work than the scripts was sent to the US. Character design, storyboards, layout and background painting was done in Montreal. All of the animation went to Shanghai. The province (same as a state)of Quebec offers considerable funding for projects done within it's borders. The idea is that it will promote an alternat economy to one based on manufacturing and natural resources. The funding per project decreases yearly. The scam of sending scripts to the US is just one example of how tax credits are taken advantage of. When I left the company I had the opportunity to continue working for Cinar so long as I routed my mail from an in province address. Another popular scam more common to small productions is that a new company can apply for start up grants. The companies simply re-incorporate each season of a show to qualify for the money. If you really want a laugh. Some scripts were even credited to one of the founders children who was 8 at the time.
