Flash is used for creating animation for the web.
If you want to create animation for other media such as video, broadcast TV, etc., look into AXA. It's affordable and if you are a student, you are eligible for a 50% discount. It's Windows based, very easy to learn and use, and is designed specifically for traditional character animation. They can be reached through a company called REI at 714-974-2500.

I highly recommend getting in touch with a fellow named Kent Braun. Kent was formerly the VP of Sales at AXA and is very knowledgeable and helpful to those looking to get away from painted cels and into digital production. He's starting up his own company and will be releasing his own software in the very near future.
