Probably not, the executive that passed on the project initially will deny ever seeing it in the first place. Further more, even if they own up to it, he or she will give many excuses as to why they refused it (i.e. not developed enough, unproven idea, creators wanted ownership, etc).
In addition, once a property is proven to be successful, all of a sudden an endless supply of money appears out of nowhere to fund an buyout.
Nobody will fault an executive when purchasing a successful property (at any price).
