Now losing preproduction to overseas labor

Check out http://www.awn.com/mag/issue3.10/3.10pages/execsurvey.html, at the AWN website. Sander Schwartz of Columbia TriStar says American studios will be sending preproduction work overseas. What do you make of this, and what do you suggest we do about it?

Also, how can U.S. studios compete in a global economy where other governments (like Canada) subsidize their animated projects? Why not get the Federal Government to offer tax breaks to studios to keep animation production Stateside?
