Trace your animation frames, cut them as stencils and then spray them all over town. Then shoot them!

I've seen this use of animation before actually. They used it to sell products in subway tunnels. Not exactly the same thing but it was really neat looking.

As much as I hate to be mister wet blanket, couldn't he've achieved the same thing with a digital camera and photoshop instead of vandalizing the whole neighborhood?

That wouldn't be as cool!!! although I would've taken the lazy way out.. heck, I would of photoshopped it on historical landmarks.. like statue of liberty and Mt. Rushmore.. great wall of china.. have the animation be themed to those places.. Okay thats it!.. nobody steal my idea unless you pay me a bajigagillion dollars!..

I'm sure some of you have seen Blue Man Group--they have a spinning sculpture with a well aimed light that makes it look like a circle of tribal dancing. Pretty cool.
